Jenkins URL configuration in Jira

Description

Hi,
while doing application link for Jenkins URL configuration in jira ,for the given URL getting "Host doesn't respond" message.
when accessing the same URL in browser getting "connection timeout" message.
please let us know whether any configuration has to be done in Jenkins side for configuring the URL in jira?
Is any permissions has to be set in Jenkins side, for configuring the URL in jira?
