Take the activity stream user filter into account

Currently the user filter of the activity stream gadget is ignored resulting in all builds being displayed on every users personal activity stream.

Activity streams provided by the add-on should take the user filter into account when rendering the personal stream for a user. It should not include any builds since builds cannot be linked to a specific user.
