Support Jenkins Gerrit Plugin that stores the commit message in Base64 encoded field

Description

The Gerrit plugin for Jenkins doesn't use the Jenkins default change set model to store commits related to a build. Instead it is using parameters to store change set related values like commit id and change message.

The change set message, stored under parameter GERRIT_CHANGE_COMMIT_MESSAGE, and is also Base64 encoded.
