Reenable ViewIssuePanelsIT and AgileBoardPanelsIT

Description

Tests in AgileBoardPanelsIT and ViewIssuePanelsIT are flaky and not generating reliable results. Failures can also not be pointed to a specific deployment DC vs. Server.

Currently they are disabled, but should be enabled again soon. Maybe look into setting up the Jira under test system with default projects and some issues so these don't need to be created by the test every time.

Tests have been enabled again for Jira Server, but should also be aded to Jira Data Center tests.
