Allow disabling of using a jobs last build in panels if the build is not directly linked

Currently the last build of a job is also considered linked to an issue if any previous build was linked to it. While true for some use-cases its not true for all, so it would be nice to add a configuration option that would allow administrators to customize this behaviour.

This should be configured on the global level with the option to override on a project level.
